D9 Neighbors for Housing and our coalition partners came together for a powerful rally on the steps of City Hall in support of the Family Zoning Plan proposed by the Mayor and Planning Department. The turnout was strong, the energy was high, and the message was clear: our community is ready for a more inclusive, affordable, and sustainable San Francisco.
The rally began at 11:30 on the steps of City Hall, followed by strong representation at the Planning Commission hearing at 12:30, where the vote was taken. Supporters showed up during their lunch hours and afternoons to make their voices heard at a truly pivotal moment.
As our coalition partners — YIMBY, HAC, and SPUR — emphasized, San Francisco stood on the verge of a historic vote. After years of work, months of community input, and multiple public hearings, the Planning Commission moved forward on the Family Zoning Plan: a once-in-a-generation rezoning proposal aimed at making it legal to build more housing in neighborhoods that had long excluded it.
The Plan would:
Create more options for families by legalizing backyard cottages, in-law units, and small apartments so families can stay together and renters can live near work, school, and community.
Prioritize smart growth by focusing new housing near transit, schools, parks, and local businesses.
Protect essential funding by keeping San Francisco in compliance with state housing law, helping preserve funding for transit, affordable housing, and infrastructure.
The rally demonstrated the broad and growing support for this plan. Affordable housing developers, pro-housing advocates, labor unions, and residents from across the city stood together. While opposition had organized and shown up in force throughout the process, this moment proved that the movement for a more livable city is strong — and just getting started.
We are proud of what we accomplished together and intend to continue organizing, rallying, and building momentum for housing and equity in District 9 and beyond.
